Winchester is a small cathedral city with a great deal of history stacked in it and the Itchen running past the bottom of the High Street. The district around it is rural: Bishop’s Waltham, New Alresford, Wickham, Denmead and the villages of the Meon valley and the downs. Eastleigh, a railway town, and Romsey, on the Test, are close by but under different councils.

The Winchester Post covers that ground from the public record. In a city where almost the whole centre is conserved and the district beyond it is protected countryside, the planning register is where most of what matters is settled.
