The 7 October meeting due to create a Winchester parish council was cancelled. No reason or new date is published, and the merger behind it is withdrawn.

The Full Council meeting that was due to create a Winchester parish council did not take place. The meeting, set for Wednesday 7 October, is marked “CANCELLED” on the city council’s meetings list. No papers were ever published for it. (Council meetings, Winchester City Council)

It was the second time the decision has been moved. It was first due on 20 August and was pulled from that agenda while the council waited for an answer from the government on Winchester’s city status. We reported that delay on 7 September.

The council has not published a reason for the cancellation or a new date for the vote. Its own review page still says the proposals are “expected to be considered by Full Council” in October 2026. (Community Governance Review, Winchester town area)

What the vote was meant to decide

The Licensing and Regulation Committee agreed the recommendations on 12 August. Full Council was to make them law. They are:

  • a new Winchester Parish Council for the town area, with 22 councillors
  • a separate Kings Barton Parish Council
  • a smaller Headbourne Worthy parish, without Kings Barton
  • the transfer of agreed council assets, such as parks and allotments, to the new Winchester council

Report LR611 set out the timetable that went with it. Shadow councils were to start on 1 January 2027, the new councils were to take over on 1 April 2027, and the first elections were to be held in May 2027. (Report LR611)

Neither the report nor the review page says what happens to that timetable if the vote slips.

Why city status was holding it up

The parish council plan was the city council’s answer to a specific problem. Under the government’s March decision, Winchester City Council was to be abolished on 1 April 2028 and folded into a new Mid Hampshire council. City status and the mayoralty do not automatically survive that.

The council wanted the government to confirm one of two things. Either Winchester could have charter trustees alongside the new parish councils, or the city status and the mayoralty could move to the new parish council. On its own account, it took legal advice, shared it with the government and still had no answer. “Retaining our city status is non-negotiable,” the review page says.

The merger behind it has been withdrawn

The ground has since moved. On 7 September the government withdrew its March decision for Hampshire, the Isle of Wight, Portsmouth and Southampton. It is one of four areas whose decisions were withdrawn.

The letter to council leaders came from Jim McMahon, the Minister for Local Government. It said the Secretary of State had acted “following updated legal advice” and that a review of the whole programme would follow. It gave no date for the review to finish. (Letter to council leaders, 7 September 2026)

The city council’s reorganisation page now says three things:

  • “We do not know how long the review will be at this stage.”
  • Winchester City Council elections “will now take place next May (2027)”.
  • A date for any new councils “is currently unknown and will be dependent on the outcome of the government’s review”.

(Local Government Reorganisation updates; LGR frequently asked questions)

So the abolition date that made city status urgent is no longer fixed. The council has not said whether that is why the 7 October meeting was cancelled, and we do not assume it.

The plan had shadow parish councils from 1 January 2027 and a takeover on 1 April 2027.

When it could come back

The next scheduled Full Council meetings are on Wednesday 25 November 2026 and Wednesday 13 January 2027. Neither has an agenda yet, and nothing published says the parish council decision is on either one.

A 13 January vote would come after the planned 1 January start for the shadow councils.

What it means for you

  • Nothing changes to your council tax yet. If you live in the unparished town area you still pay the Winchester Town Special Expenses charge. For 2026/27 it is £94.58 at Band D. Our council tax bands page has the full table.
  • Kings Barton residents still pay Headbourne Worthy’s precept, £115.14 at Band D this year, until a Kings Barton council exists.
  • Parks and allotments stay with the city council for now. The transfer only happens if the new parish council is created.
  • There will be city council elections in May 2027. Under the withdrawn plan, those would have been elections to a new shadow Mid Hampshire council instead.

We will report the decision when it is put back on a Full Council agenda.
